A significant goal is to alter the environment to reduce opportunities to commit a crime, such as installing fences, installing superior locks, lighting outdoor areas, and installing security cameras. Pugel explained a critical problem in small towns and cities is the recurrence of repeat offenders. Pugel is a retired law enforcement Sergeant with over 20 years of experience in law enforcement teaching. He earned his law enforcement teaching credentials from the University of California at Los Angeles and a Master of Science degree from California State University, Los Angeles. He served as a guest lecturer on crime prevention at the National Police Staff College, Bramshill, England.
